PEPFAR’s funds go right back into the US Economy

The Center for Global Development recently released a policy paper addressing where PEPFAR actually puts its $$. You can read a summary here.

The paper found that among 477 prime partners in FY2008, “only 8% of the total [funding] ($301 million) was allocated to developing-country governments as prime partners.”

That leaves a rather large piece of the pie to the gobbling of US-based organizations (92%), including non-profits, academic institutions, consultants, and other government organizations.

The paper also found inconsistencies in the allocation of PEPFAR funds between “comparably deserving countries.”

Here are some other cool (or not so cool) findings:

  • the top 5% of recipients received 58% of the total funding
  • among the top 25 recipients, 22 are US-based
  • among the lowest 25 recipients, most were local partners
  • Rwanda, Haiti, and Guyana are listed among the top 15 focus countries for HIV, but don’t even make the top 30 for number of HIV cases.

Theoretically, many of these US-based organizations do work overseas and some of the money trickles down into the countries in need. In actuality…
